With the fast development of the communications cause and the opening of the telecom market, the competitions of the market are more drastic. The billing system is more important than ever in the communications cause. In order to expand the telecom market, to develop the multiple services, the telecom company must develop a set of safe and powerful switch's real-time online data collection and billing system. This system can provide fundamental data for the billing service and other kinds of statistical services. The online data collection system is a subsystem of the whole data collection and billing system. In this system, the telephone billing data in the switch is collected automatically via the X.25 switch interface by the collection terminal, then the collection terminal saves the billing data in local hard disc and sends the data file to the billing center automatically via MAN (Metropolitan Area Network). Because this online data collection system can get the telephone billing data correctly in a realtime manner, it's possible to develop some new real-time billing services. Now the switch's online data collection system is a hotspot in the research of the telecom field. Under this background, the switch's online data collection system has been studied in detail in this thesis.Because of the distinct characteristics of different telecom companies, it is very necessary to develop a set of switch's real-time online data collection system for different telecom companies. In this thesis, a set of switch's real-time online data collection system for Hangzhou Telecom Company has been studied and developed, which depends on Hangzhou city's characteristics, Hangzhou Telecom Company's switch characteristics and requirements. An index file to manage the magnanimity data files has been adopted to avoid the possible mistakes in the data's reading and writing. The pipeline technique has been adopted in the file network transmission in order to accomplish the data file real-time transmission. The CRC verification method and retransmission mechanism are adopted in this thesis to realize the errorless data transmission in the network communications. To solve the security problem in the network communications, the DES/RSA mixed key cryptographic system has been adopted too. The whole project designed in this thesis has been used successfully in Hangzhou Telecom Company for one year.
