Cobit Research And Application Of Information Systems Management And Control Of The Target System

As the rapid development of computer and communication technology,as people become more connected computer information system,the security,reliability and effectiveness of information systems is more critical. By strict management and control to the development and implementation of information systems,most of .the problem of any stage of information systems' life cycle may be avoid effectively. Having worked for development of e-government information systems for many years,the author of this paper feels deeply that government informationization is the precondition of all society infomationization. E-government information systems must be managed and controlled properly so that government informationization will succeeds finally. COBIT has been developed as a generally applicable and accepted standard for good information systems management and control practices. Therefore,by application of COBIT in development and implementation of e-government information systems,we assure effectiveness,reliability and security of e-government information systems.First,the paper points out the malpractice of the lack of management and control of information systems and the related work about management and control of information systems. Based on analysis of concept of management and control of information systems,the author asserts that COBIT is the standard of management and control of information systems. Then the author analyses the control principles of COBIT,and introduces IT resources,business objectives,IT processes and their relation,and analyses the control objectives' principles of COBIT,and introduces high level control objectives and detailed control objectives and COBIT family of products,and summarizes the COBIT's excellence and its limitation,and provides how to apply the COBIT in our country's informationization effectively. Then the author discusses deeply the application of COBIT in e-government information system. According to the four domains and high level control objectives,integrating practical e-government environment,management control objectives and operation control objectives of e-government information systems is proposed. After that,security management problem is described and security management control objectives is proposed. Then the application control objectives in fiscal information system is proposed. At last the good effect of applying control objectives in e-government information systems is described.
