With the high development of Internet and the emerging of multimedia communication era, the international standard, MPEG, is the most important technology of multimedia communication in this millennium. However, delay and loss in the current Internet are drastically varying from time to time, which is very detrimental to video streaming. So it poses a number of challengers that design an efficient multimedia delivery system that can achieve high resource utilization in the Internet while maximizing user's perceived quality of service (QoS).This paper presents a transport system for MPEG over the Internet. Firstly, it provides the characteristics of MPEG Standards, including MPEG-1, MPEG-2 and MPEG-4. Then we outline the whole design of the transport system for MPEG over the Internet. After that, we move on to present three important algorithms in the following three chapters: a feedback control algorithm for Internet transport, which is capable of providing the situation of network to encoder; a MPEG video adaptive encoding algrithm; an efficient and robust packetization algorithm.
