| Centering on the demand of middle and primary school, the author develops the systems of library and digital library. This system applies powerbuilder which is the current popular data base development tool as foreground development tool, the data base applies sql server. Its function decompounds into three systems which separately correspond three main links of library management, they are books gathering and editing system, books circulation system and books access system.The books gathering and editing system decompounds three subsystems which are visting management system, editing catalog system, system maintenance. They are the main means by which professional library manager builds library information. The circulation system decompounds foreground management subsystem and background management subsystem. The foreground management mainly processes the daily information of books lending and reading which are the main management work in library. The background management makes manager to effectively control and master reader information and parameter of books lending and reading. The public books retrieval system offers means of electric enquiry for users.The main functions of digital library are information enquiry, public notice board, classics and visual display enjoyment, leaving word board,search engine and digital resource share.The information enquiry mainly is used for reader to enquire books information, new books information and reader information. The public notice board is used for reader to check in books bespeaking, notice arrival reserving books, publish list who has back books and publish near proclamation; the functions which are used for manager are checking in new books, informing arrival of reserving book, post of new notice. The classics and visual display enjoyment enrich the student spare time, the program which could be enjoyed on line can be download in local computer.
