As the competition between markets becomes more fierce,talent has become an important element for a company to achieve its strategic targets.Fundamentally,the administration of a company is to manage people,and how to prevent the loss of talents is not the regulations and policies can solely solve.By establishing a transparent, compatible, accordant,easy to check and comprehensive Human Resource Management System(HRMS),and uniformly administrating the information relavant to people,then a set of scientific security system will be established to achieve the impartial and reasonable management principle.The system adopts the PowerBuilder framework,uses open datebase linking with the ODBC condition,bases on the Client/Sever construction and fully considers the problems of usability, security, stability and reliability.After being tested,the ystem works well,and can analysis the information and mobility of staff in the company's datebase,then we can know the quality distribution and making demand forecasting of staff ,and so on.By using the HRMS to carry on the information management,the company will optimize its strategic allocation of human resources.The paper discusses the HRMS's detailed design process of Huaneng Renewables Corporation Limited's branch office in Xinjiang. From the aspect of the enterprise's actual conditions,the paper makes a comprehensive analysis of the functional design and problems need to be solved of HRMS,and discusses the overall designing idea, including the scheme of database and function module design. Ultimately,the system achieves the management function of personnel files, worker archives, worker account, checking-in, staff salaries, income and spending state and software users.
