Our country is in the crucial stage of social transformation. In the age of new media,carnival phenomenon after public events become a common phenomenon. After public incident, low door fission source, geometry information, provides the public with "carnival" platform: nationwide, ritual, zero distance. "Carnival" ——the theory of Bakhtin has been confirmed again and again. In such background, this paper creatively and agenda setting theory with framework theory, to explore the "public opinion" phenomenon. There are two kinds of opinion leaders in the Weibo dissemination: authoritative opinion leaders and grassroots opinion leaders. This study use CCTV’s reported on Weibo at 11 o ’clock on February 9 as a case. After CCTV issued the report, this study analyzed its forwarding network, filtered with Weibo analysis tools, determine the opinion leaders with the agenda-setting theory. Then used content analysis to encode their blog posts from six frameworks: frame type, theme, orientation, rhetorical space category, time category. And the two kinds of opinion leader post frame difference inspection. Finally, this study summarized the difference between the features. This study found that different types of opinion leaders will write their Weibo in different types according to their purpose. To a certain extent, there will be different in rhetoric and tendency,but not in time category and space category. This study also shows that the two different opinion leaders will post frame type characteristics on the basis of the proposed after public event happened. Put forward on this basis, this study proposed some new characteristics of the public opinion events and phenomena in the new media age.
