With rapid economic and social development in recent year, colleges and universities acquired achievements that tracked world attention in numerous subjects. Resources (e.g. water, electricity, gas, fuel, etc), however, are having significant consumption rate. It is undoubtedly of importance to reconsider the necessity of effectively managing resources, reducing consuming scale, promoting utilisation efficiency and lowering energy waste. In information era, bringing organising, managing and decision making services; promoting restructuring, reengineering business process and standardized administration; as well as enhancing management effectiveness and efficiency makes our most prior decision. The theoretical basis and fundamental technologies are fully supported by the tremendous development of modern computer science, network communication, telecommunication and sensor networks. This article presents detailed research and analysis on constructing resource management system and methodologies of improving resource management ability based on Yunnan University.The article clearly elaborates current prevailing status and existing common problems of energy management in universities.Energy consumption data, which are statistically, comprehensively, timely and accurately analysed using computer system, are described in details with implementation on real-time cost monitoring, trend analysing, historical consumption reasoning, quota management, optimal management, energy assessment, statistical reports, energy structure, usage ranking, period comparison, horizontal comparison, alarm management and etc. for data service. In addition, fundamental methods based on above implementations provide reliable data support to energy statistical reports, energy transcript management, meter toolkit management, highly energy-consuming equipment management, energy control, maintenance management and etc. In order to centralize dynamic energy management, our system construct a virtual energy managing department by consolidating sparsely distributed managers and staffs as well as integrating campus network. The research not only manifests research background, significance of subject, latest application_and state-of_the-art researches of university energy management system, but clarifies research contents and major contributions as well. Considering business analysis, we diagnose potential system defects, organisations and existing business processes before providing optimally restructured business processes. With functional analysis, example-oriented reasoning summarizes system functions and generates diagrams of general-function packages and supporting-function packages, including energy settlement packages. Using data analysis, data required by each system function are carefully analysed, thus conducted diagrams of instance classes and constructed database structure. In summarise, conclusion and evaluation of the research are stated, together with future prospect of potential applications.
