With the rapid development of the National Health Service, the hospitals have purchased a large amount of fixed assets in order to improve the hospital’s hardware and industry competitiveness. However, most of fixed assets management systems are designed just for daily operation and management and don’t have the functions for purchase decision effectiveness analysis.After comprehensive investigation and research, in this thesis, a novel fixed assets management system for hospitals was proposed in this thesis, the main contents of our research include:In order to improve the effectiveness of fixed assets, we propose a control model for hospital’s fixed assets to minimize the number and the cost of the storage;(1)In order to improve the effectiveness of fixed assets we propose a control model for hospital’s fixed assets to minimize the number and the cost of the storage;(2)Since the variety and high value of fixed assets, we propose a supplier decision-making model based on time sequence. The model can satisfy the basic requirement of asset purchases, and also provide highest discount of the fixed assets;(3)To control the financial budge, we propose price for-casting model based on Bayesian theory. The model can be calculated at a certain time for fixed assets for price predictions;(4)Since dispersity and high-value features of fixed assets, we proposed a decision model based on association rules between Hospital purchase and fixed assets, to help managers make purchase decisions;(5)Follow the steps of software engineering, We conduct detailed system requirements analysis, system design and finally, the system is implemented via five layers architecture of ASP.NET and VS2008by C#language;The prototype system can not only be used for effective management of daily operations, but also effectively employed for purchase decision to answer the questions such as "Who we should go to buy from? How much to buy? When to buy and How much are the devices ". The system has been put into use in a hospital and has gained the unanimous praise of the doctors with its good promotional values in the furture.
