As two-dimension code technology becomes ever more mature, the application of it in social production process is more and more widespread. Due to certain attributes of two-dimension code such as large memory capacity, high security, high resistance to damage, and low cost, it has a broad application scope in the fields of forms, certificates, and data backup. To address the existing problems in the current health certificate administration of Xi’an such as difficulties in distinguishing false certificates from authentic ones, absence of loss report mechanism, cumbersome registration procedures, low level of informatisation, this study proposed a framework for health certificate administration based on two-dimension technology, which aims to realise fast verification of health certificate by smart phones, computerised management of health information, health certificate online verification and printing. Furthermore, the system design and implementation were described in detail. The system can be expected to solve the problems in the current health certificate administration system such as poor reliability of certificate data carrier, poor data security, and proneness to data island formation.The system proposed in this study was developed by JAVA language and Eclipse development tools. Specifically, three subsystems were designed and developed:physical examination data administration subsystem, health certificate verification subsystem, and Web service subsystem. Based on the popular two-dimension code technology, this system realises information-aided management at every stage of health certificate administration through corresponding data management platform. This system is featured by strong practicability, superb real-time performance, and high efficiency. The implementation of this system can yield social and economic benefits by enhancing the efficiency of supervisory and law enforcement personnel, reducing the stress of physical examination and certificate issue departments, and facilitating the health certificate registration for employees.According to the standard process of software development, this study analysed the needs of various users involved in health certificate administration including verification department, supervision and law enforcement department, and health administrative department. Based on the need analysis, this study depicted the system business framework, determined the system functional modules accordingly, and described in detail the design and realisation process of each module. Last, the realised health certificate administration system based on two-dimension code technology was tested on three levels—unit test, overall test, and pressure test, and problems that arose from the testing process were fixed.
