Currently, with social contradictions protruding, variety of issues increasing, microblog and other online medias have become the main position for people to concern about their interests and to express opinions, which led to an increasing number of network hot events. In the spreading of network hot events, as different social actors,netizens, the media, the government all construct frames in their own way to express their views and to contest.This article selected a typical network hot event of 2014- the Pingdu "March 21" Incident as a study case, used the theory of the frame as a guide. Literature analysis, case analysis, content analysis, frame analysis and other methods helped to show the details of the difference in microblog frame and construction strategies between the media, the government and netizens. This paper has three research questions:firstly, what is the main microblog frame and the differences between the three;secondly, how do they construct microblog frame to contest;thirdly, which kind of interactive relationship are they in.This article tries to show the differences of microblog frame from the macro and meso level, and the interpretive packages that they constructed from the micro-level. The study also found that the critical mode, the identity model, the negotiation mode are the main causes of the framing contest, the framing contest also reflects five kinds of binary antagonistic relationship.
