With the development of information process and wildly used of computer technology in television production and broadcasting fields, broadcasting and transmission of television programs has been full transferred from traditional analog signal to the digital age, and is developed to HD(high definition) era.As the voice of our government and communist party of china, the safety of radio and television broadcasting have raised to the unprecedented height. "Positive guiding values and controllable broadcasting is the life of television broadcasting", which could be the best interpretation of this industry. To make a instantly response, judgments and handling to abnormal television signal to numbers of channels broadcasting signals at the same time not only rely on man-made monitoring, listening mode, but also need the help of technical means of monitoring to be an important adjunct to complete.In this paper, we developed a system to deal with current situation.This system is a monitoring control system based on comparison of signal that the broadcast send out to, which takes closely detection and fault alarm to daily broadcasting on the broadcast, transmission and other key aspects of radio and television signals to reach the target of safe and efficient management of broadcasting on detection,failure warning,and monitoring in every working piece. The system uses a distributed structure, each of the functions of the system is dispersed, selecting the detection point in broadcasting system and signal transmission link (detection point will not affect the normal operation of broadcasting), different input signals are processed by different monitoring units independently.Each unit has its own function, application server performs scheduling to front-end equipment and web server supports client requests. System uses stable CS server, technological maturity of web server and middle software, according to the characteristics of transmitted data,this system use flexible UDP/TCP/HTTP and other agreements on transmission.Image Comparison technology realizes the monitoring and alarm of the television signal by comparing a preset fault code ratio with set broadcast signals.TV broadcast signal from has SDI, ASI, TS,etc. detection of the card is transformed into MJPEG way TS stream in low-latency mode, which made the same level, before and after level comparison possible.To test the two roads video latency exactly is the precondition contract image successfully. A video synchronization algorithm based on multi-dimensional image characteristic value is proposed in this paper, the algorithm get the feature value through quantitative the change between consecutive video frames, then contract the relevance between different video feature value to get synchronous, exactly in frame, to complete the judgment of fault signal.The results shows that signal monitoring system can accomplish more than ten provincial channel for real-time signal monitoring, which can be valid for a fault in the television signal to make a clear judgment and alarm image ratio,and monitor the environment of equipment and machine room.This system has a great management in the safety of broadcasting and quality of shows, which has successfully been used in Shaanxi radio and TV station.
