In recent years, with the development of medical science and information technology, together with increase of one-child families, our society is gradually become aging and heavy demand of medical care for the elderly people burden the social service, telecare and home based medical services will become the trend. The aging of the population is a common trend in the world, with the process of industrialization, the people gradually move from rural to urban areas. Associated with the improvement of human’s living standards, especially in education, health care and other aspect related to our daily life, the birth and death rates of population decline. The usual pattern includes the decline of mortality rate of the population, then a period of rapid growth of population. This paper address that the telecare platform should be designed for multiple users, realize the functions of immediate physiological indicators acquisition, information transmission and storage, achieve the goal of providing people’s health condition monitoring and all range of medical services.We are dedicated to study and design a telecare system based on virtualization technology, and achieve effectiveness and feasibility through platform building on cloud computing environment, the test indicate that our telecare platform built on Citrix Xen Server virtualization technology was performing effective on information transmission and storage and it can be remarkable helpful to the regional medical service. Cloud computing and virtualization technology can achieve fast development and deployment of virtual machines, and it’s easy to manage and monitor the facilities of cloud computing and medical devices. The results of this study shows that platform built for actual needs can achieve the purpose of saving energy and reducing carbon and other advantages, counted of highly flexibility and usage of virtual machine, it especially add dynamically adjusting mechanism and management convenience to the medical service.This thesis design a stable and easy to use architecture of cloud-based telecare platform, it enhance the medical function and applicable hardware to the regional medical service network, we especially focus on practical use and process analysis of hospital and other medical service provider and supervisor bureau, the server load balancing algorithm and mechanism’s establishment. Virtualization-based architecture and cloud computing and storage bring many dynamic configuration usability to this regional telecare platform, and stimulate experiments prove its high efficiency and great advantages, it enhance the multiple users concurrent data accessing efficiency and stability to demonstrate the telecare platform of effective,scalable network architecture.
