With the development of Chinese electronic health records, Chinese demand for professional health consulting is rising rapidly. HuiLiao health service project is designed to quickly handle customer feedback signs. But the health service platform is lack of targeted services, professional services and the response of ability for a large number of customer calls. Therefore, through the introduction of CTI to achieve automatically identify customers and extract customer information. When the call center received a phone call, he can immediately understand the customer’s overall situation and information from the platform. It will not only increasing the health service platform of unity and interactive, but also greatly reduce pressure and improve the company’s overall operational efficiency and operational performance.Firstly, the status quo and problems of the HuiLiao health service platform are analyzed and the necessity of the construction of the CTI-based health service platform is pointed out. It is followed by a discussion of the core functions of the HuiLiao health service platform and its major processes, incoming telegram customer information automatically display, signs data chart statistics, reference to the proposed, interactive voice response, automatic call distribution, etc. Furthermore, the structure of the system is analyzed. In designing the system SSH+Maven are adopted and the subsystem including Customer Management System, Customer signs Analysis System and Call Center System is designed. The key point in the paper is to discuss how to achieve function of incoming telegram customer information automatically display, and how to take advantage of automatic call distribution, interactive voice response and CTI for HuiLiao health service platform. Finally, compare with similar, find out strengths and weaknesses, and do a simple description of the application effect of the system.
