Science and Technology reward is one of the important methods and policies to promote technological development. It is the internal mechanism of science and technology activities and the crucial tool of science and technology management. With the rapid development of information in modern society, science and technology reward management is also moving towards information technology gradually.With the continuous expansion of information technology reward data, the requirements of maintainabe and complexble of software have become increasingly prominent, repeat work and long development cycle universally exist, the "software crisis" emerges constantly. The software reuse is an effective method to cope with this problem, by making full use of the past design, needs analysis, source code, and test cases in its software development to achieve the reuse in the software development process. This paper applies the key engineering technology of software reuse in science and technology reward management system, through in-depth interpretation of the science and technology polioy, comparison of science and technology reward policy and process and analysis of science and technology reward system among nation and cities. The main contents include:(1)Analysis phase:First, clarify the goals of science and technology reward management system, determine the scope of science and technology reward management through context analysis and field needs analysis. Analyze commonality and variability of areas to attain a higher level of abstraction; formulate feature model through area mode and feature analysis.(2)Design phase:Based on the field characteristics and the domain model, design the field of science and technology reward management system, including system architecture design, module design, database design and core class design, processing variability, and establishing design of areas.(3)Area implementation:Based on the model field models and the design models, achieve science and technology reward management system, get reusable modules.This paper takes the idea of software reuse as guide, and implements field engineering into science and technology reward management system, obtains the reusable resources which can be applied to the development of new applications in the field and may improve the quality and efficiency in the software development. This paper combined the domain analyze methods oriented features and the Bluebird domain engineering methods, integrated the advantages of them, on the one hand, It can reflects the needs of users more detailed and more accurately, on the other hand, take the object-oriented technology as the main technical tool.
