With the rapid development of urbanization, industrialization and agricultural modernization at the same time, the situation is very grim to protect cultivated land, basic farmland and ensure construction land. Due to the Land and Resources which can be effective developed is scarce, it is an inevitable choice to promote the development and utilization of land resources of low-slope hilly in a planned way, with rhythm. However, the natural environment of the land resources of low-slope hilly is complex and the ecological environment of the land resources of low-slope hilly is fragile, which determine that in order to alleviate some of problems during the development process, it is need to evaluate the suitability of construction of the land resources of low-slope hilly before the comprehensive development and utilization of land resources of low-slope hilly.In this context, on basis of summarizing the progress of the construction suitability evaluation at home and abroad and the insufficient of existing commonly used land suitability evaluation method, the related concepts and theories of the evaluation of construction suitability of land resources of low-slope hilly, Aiming at the characteristic of land resources of low-slope hilly, this paper proposes a model by incorporating the ecological concept of "niche" in cellular automata for the evaluation of construction suitability of land resources of low-slope hilly, at the same time, takes the evaluation of construction suitability of land resources of low-slope hilly located in Anning City as an example and tests the model. The results show that the model not only can clearly reflect the role of ecological factors and constraints factor played in development and utilization of land resources of low-slope hilly, but also the pertinence is stronger and the evaluation result is more accurate, which can provide the reference to compile the special planning of land resources of low-slope hilly and decision-making and management basis for the pilot work about comprehensive development and utilization of land resources of low-slope hilly in the future. The research work and achievements are included in this paper listed as follow:(1) To explore the framework of the ecological niche of cellular and the calculation model of niche suitability, the paper finally determines that the ecological niche of cellular consists of six factors such as topography and ten factors such as slope. Moreover, combining with the Delphi method and layer analysis method to determine the weight of each factor, and according to the model, calculating the cellular niche suitability of each factor and multidimensional factor.(2) To definite the cellular, status, neighbors and the cellular space of niche-based cellular automata, to study the transformation rules of niche-based cellular automata model, namely, through carding the relations of the cellular niche suitability of multidimensional factors; comprehensive binding conditions including binding factors such as basic farmland, national or provincial public welfare forest, ban construction area and so on; and neighbor relation, to determine the scientific transformation rule which conforms to the connotation of the development and utilization of land resources of low-slope hilly.(3) To explore how to combine niche-based cellular automata with GIS to evaluate of construction suitability of land resources of low-slope hilly in Anning City. At last according to the probability of construction suitability of cellular at time t, to get the result of construction suitability of land resources of low-slope hilly in Anning City.The innovation in the paper lie in:(1) Aiming at the complexity and the difference of spatial scale and time scale of the system of land resources of low-slope hilly, the evaluation of construction suitability of land resources of low-slope hilly is introduced a new method of artificial intelligence, namely, CA, at the same time, considering the fragile and sensitive ecological environment of land resources of low-slope hilly, the CA model is introduced a new concept,ecological niche which is an important concept in ecology, then the model is named niche-based cellular automata model.(2) The determination of transformation rules of niche-based cellular automata not only consider the economic, social, natural and ecological factors which can influence the development and utilization of land resources of low-slope hilly, but also embodies the neighborhood effects and the potential rules of suitability, at the same time, and has carried on the full cohesion with the general land use planning, forestry planning, mining planning and so on, which can greatly improve the operability of planning, effective avoid the contradictions and conflicts during executing land use planning, lay a good foundation for fully rational and sustainable utilization of land resources.
