News of the rule of law to meet the information needs of not only the public, but also a subtle for shaping public awareness of the law, public culture for inspiration, to create public participation in public affairs opportunities. The Comparative Study of Chinese and American culture has been an important area of social studies. In this area, the news report as a starting point in Sino-US research is also done enduring topic. This paper chose China’s " Hangzhou racing case" and the American " affluenza case" as an example, trying to explore the theoretical framework of the rule of law as the domain similarities and differences between Chinese and American news. After a qualitative study of different statistical and text on the back, found that China’s legal news most notable feature is showing a " government functions framework," America’s rule of law news is obviously showing a" personal struggle framework," they reflect on the framework of their own distinct cultural characteristics:China reports presented by specific legal provisions for the public legal education; while the United States reported the use of personal actions to convey the concept of the rule of law. China can learn from the United States reported reported at the same time promote a specific method of individual action is also used to convey a vivid idea of the rule of law.
