With the rapid development of mobile communications technology and ceaselessly expansion of the domestic telecommunications market, the total number of mobile subscribers in China has reached 527 million at the end of January 2010, which brings enormous market and promising profit. Thus, fierce competitions are pervasive among major mobile operators. And higher quality of service is expected and demanded by the users. The increasing expansion of 3G technologies now enables mobile operators provide extra new services, which definitely claims a larger challenge to the capability of mobile operators, especially the ability of reducing huge overdraft of telephone expenses. To achieve this goal, a stronger capability of management and more efficient operation strategy are badly needed so that a safer, stable system of charge and authorization could be provided. In this condition, the online system for counting telephone fee named Online Charging System, shows its flexibility, which needs one agreement as the tie connecting business and Online Charging System. Normally, AAA protocol is used to calculate the telephone fee. Another frequent-used protocol is RADIUS. However, because the natural limitation of protocol Radius, such as UDP transport, a new protocol is badly needed. Diameter protocol is rightly a new one, which is refined one originating from RADIUS protocol.This thesis delves and implements the RFC3588 based on Diameter protocol. RFC3588 supplies a bridge connecting the telephone fee system and business layer, at the meantime, gives a concrete standard for Diameter protocol. In this paper, after analyzing the current research condition of online calculating telephone fee and the application of diameter protocol, a thorough summary about the key technologies is proffered. This paper focuses on the problem of how to implement the underlying transport layer of diameter protocol. To processing this problem, some core technologies of diameter liking module concerning the primary functions are introduced. Then an introduction and designing as to the main functional modules are provided. Final implement and performance test are offered, which demonstrate the feasibility and correctness of the designing and principle. And technical expectation is met through the test.
