As 3G era's coming, mobile communication technology has changed the traditional office mode, made it free of time and space limitation, and greatly improved efficiency and flexibility of working. However, limited by network technology, network bandwidth and application development technologies, present mobile application can only provide simple mobile office service and could not promote competitiveness of enterprises. Then the traditional development method costs a lot of manpower and materials for both development and maintenance, and the period is relatively long, which may impact the software' s delivery. To avoid these disadvantages, we need a flexible technology platform which based on for custom development. So it' s urgent to research on mobile communication technologies to drive its development.This thesis analyses the vital significance of building a centralized mobile communication platform, then explains its design and the whole implementation process. The aim of this thesis is to help SI (Service Integrator) and operators building a manageable and operable mobile internet application environment of centralized deployment and centralized maintenance. It contains mobile applications of execution engine and management frame, SI portal and online environment of development and test. We emphatically expounds SI use mobile application of the adaptive techniques for application development, and complete code can be directly added into NMAP(Network Mobile Application Platform))to run, and we provide application client-based, operable mobile internet application and mobile informatization application. Moreover, we expound the WAP solution that enterprises can directly base on the existing website to visit the Professional mobile website by the wap cellular phones.This paper discusses NMAP combine with existing SAAS platforms owned by each operating agency, extend SAAS applications to mobile application, and use SAAS's advantage of centralized deployment and maintenance to greatly reduce the development and implementation cost of small-and-medium-sized enterprises'mobile extension; on the other hand, it also shows that NMAP can be a software supermarket, with the help of application suppliers it can provide all kinds of general office applications via suppliers'operation support and business service platform.
