Since the 20th century, China railway logistics has entered into a high-speed development channel. With the high-speed railway putting into use, railway cargo transport capacity was greatly upgrading the railway business, and enterprises and community's demand for railway professional logistics is growing rapidly. At the same time, the state has also increased investment in the field of railway professional logistics, stressing the need to vigorously develop the railway professional logistics, promote the development of terminal logistics enterprises, improve the terminal logistics enterprise's business efficiency, and upgrading the information degree for the entire logistics industry chain.Because of the enterprise management system, time of system construction, building needs, capital scale and so on, causing the information system builds repeat and the system into a self-made system. With the passage of time, the existing information system cannot adapt to the enterprise business changes. Each system cannot share well of their business information, the whole logistics industry chain lack of public supervision and risk assessment mechanism, with the low level of mutual business collaboration, and the capacity for the public service is so limited. Therefore, the primary problems to improve the level of information for the whole logistics industry chain are the full use and integration of the existing system resources, the elimination of information isolated islands between different system structures, reducing the cost and risk for terminal logistics enterprises to build their information system, constructing the agile public logistics platform that can adapt the enterprise business's changes, and improving the business collaboration degree between different logistics enterprises.Based on the research of the current domestic logistics industry's development, we proposed the solution of "the public platform for logistics service based on the SaaS model". The platform which is built on the existing system resources, proposed the risk management mechanism, adopted SOA architecture design methods, the introduction of SCA programming model, the SDO data access, as well as SaaS multi-user data model.SCA programming model makes the service module Construction and system customization become more agile and simple, good to meet the changes of enterprise's business. SDO data access model has been greatly reduced the designing complexity for the access of heterogeneous data, unified data access API shielding the details of the underlying data access techniques, making people can concentrate on the business analysis. SaaS multi-user data model can good meet the demands of the personalized expansion for enterprise business model and data model. At the same time, SaaS software service platform can also good meet the demand of information construction for the terminal logistics enterprise, reducing the cost and risk of the information construction.
