This paper studies the development and internal logic of Jiluan Zhang's journalistic thoughts, from 1926 to 1941 when he was the chief editor of :Jiluan Zhang advocated 4-No-ism, wished to benefit the country by independent opinions at the time of northern expedition; after the Kuomintang unified China, he advocated "the national core" theory, supported the centralized government by supervising and advising, to make China democratic and independent; after the September 18th incident, he accepted the control of news by the government, but still upheld the freedom of speech; after the Xi'an incident, he advocated "State supreme, nation supreme, " called the national to trust the government and support the leader, the freedom of speech complied the freedom of nation, newspapering became a publicity organization controlled by the government, but in practice, Jiluan Zhang and Ta Kung Pao still adhered to independent spirit and 4-No-ism.Zhang's journalistic thoughts proceeded from the aspiration of serving the nation by speech, based on his political ideal. It supported the government by independent speech, to make the nation democratic and independent. In practice, Jiluan Zhang always supported the government to build and defend the country, his speech adhered to 4-No-ism, however, his perspective newspaper positioning, free speech, the relationship between newspaper and government developed with the changing context of history.
