| According to decomposing structures and functions of VHF & UHF radio monitoring network, this article is discussing the feasibility about monitoring capability evaluation of this monitoring network. The article also tries to discuss evaluation and embodiment about monitoring capability of VHF & UHF radio monitoring network by science methods. Then it is going to make every effort to finding exercisable way. Monitoring capability will be proved (tested) to appreciable by method-reasoning, computer modeling and examples'calculating.First of all, the article will give a simple dissertation about evaluation creation of monitoring capability of radio monitoring network. In this chapter I will expound actuality of capability evaluation by current documents, common sense and working experiences.Secondly, I advance a collective evaluating method and standard exploring plan.Then this article separates structures of monitoring network to three parts based on the plan:Hardware layer, Application layer and Human-generated effective layer. In these three parts, analysable objects in hardware layer are hardware equipments structured in network; analysable objects in application layer are software processing functions in this network. Also this article chooses operating levels of equipments in hardware layer and functions in application layer which are decided by staffer to analyse.In these three layers, I advance functions and parameters relatived in each layer. This article also defines the parameters which are qualitative and which are quantitative. Then gives evaluative dimensions of every parameter. There are 38 evaluation parameters in hardware layer, mainly including quantitative ones; 66 evaluation parameters are in application layer, qualitative and qualitative-and-quantitative ones most; 17 evaluation parameters are in human-generated effective layer, mainly based on qualitative-and-quantitative parameters.It will form a layer-independent and layers-relatived parameter evaluation system after the situation that parameters are summarized, concluded and analysed in separated layer. Then I finish theory argumentation to evaluations module in this article.Continuously in next chapter I make a elementary quest on evaluation system by computer modeling. Base on the tool named Microsoft(?) Excel(?) 2003, I build a computer evaluation system of radio monitoring network.At last, the article gives examples to prove feasibility and maneuverability of evaluation of monitoring capability about radio monitoring network combined by calculations in computer evaluation modeling. Also the last chapter advances one opinion, that is evaluation modeling is multiformed. That means we can build a on-limits and scientific radio monitoring network capability evaluation system which we need in different evaluating requests and pertinency by increasing or decreasing parameters, dimension and values through evaluation modeling in this article. |
