Search and Rescue Transponder (SART) is widely used in shipping. It keeps in standby condition in peacetime. Only when searching signal was received, does it go to transmitting state. After receiving the signal eradiated by the X band navigation radars of searching ships and aircrafts, it will make its position displayed in the screen of the radars by replying to them a responding signal. In this way, marine search and rescue personnel could find location of the wrack as soon as possible, so that the searching time-consumption can be reduced effectively and casualties as well as property damage also be decreased. However one fact is that almost all of the SART producers are in European-American countries and South Korea-Japan. Domestic SART needs much development compared to those in foreign areas. It's very necessary to develop some domestic products.At first, this article introduces the use of SART in GMDSS and its development at home and abroad. And then, it talks about how SART works, design of SART and the main work of this article. In Chapter 2, the scheme of SART is talked as well as the method and target of each part of the scheme block diagram. Chapter 3 presents the design of the antenna. In this section, an waveguide slot array omni directional antenna with the gain larger than 5dB and main lobe width more than±12.5°is designed. In Chapter 4, this article talks about the design of receiver and transmitter. The main work of this section is the design of an LNA made up of NE3210S01 with larger than 13dB gain and less than 1.8 Noise figure as well as a double-balanced power amplifier with 16dB or more gain and above 28dBm output power. The power splitter and combiner are designed in the form of multi-section branch-line hybrid. Chapter 5 is the design of the controller. It is carried out by programming an FPGA to let it work as the code orders. Programming is based on the EP2C5T144C8 FPGA produced by Altera Corporation and its supporting software. The code realized the designed working manner after wiring and simulating after wiring.
