The electric government has been the mostly heated topic in many states'governments these days. In China, there is a great change in the e-government technique after the XML technique comes into being. In the meantime, the issue of safety in the e-government's data is getting serious with the wide application of large-scale computer network. In addition, many data contain a great deal of states'secrets and personal privacy. In the process of recording and transmitting data, if any inappropriate situations take place, there is great possibility in using data illegally or modifying it. This thesis holds that the XML technique should follow the structural demand of OSI safety service framework. In order to meet the need, the thesis adopts the encryption methods to protect the data. In comparison with the traditional safety technique, XML possesses its own characteristics and superiority.The major content is as follows:In terms of the XML safety issue, the thesis analyzes its characteristics, compares the XML safety technique with the traditional one, and analyzes its advantages of safety technique.Combined with the XML safety technique, the thesis provides a set of complete XML schemes according to the real safety standard of e-government. The schemes transmit the data into the XML data according to the needed format. It utilizes the double encryption scheme to guarantee the secrecy of XML data, applies the XML signature to make sure the authenticity and non-repudiation of data, and finally realizes its safe transmission and storage.The way of applying the XML encryption technique to the e-government system ensures the great safety of important data in the process of transmitting and recording. At last, the design of signature in the encrypted files is conditioned, and the safety of the whole system is analyzed.The thesis explores the research on the XML safety technique. It mainly focuses on the encryption technique of signature in files, meets the needs of present e-government work, discusses and designs the application of XML to the transmission system of e-government documents, and ensures the safety of data in the process of transmission and storage. It is of great practical significance.
