The flourish increasing of Internet during these years has provided a huge commercial chance to ISP (Internet Service Provider), and has raised the advanced demand to the backbone of network. People hope that Internet could provide not only services such as E-mail and browsing the pages, but also the business including broadband and time-critical activities. Concerning to the developing of future network, and to solve these QoS problems, Sichuan Network Communication Technology Key Laboratory, Southwest Jiaotong University has defined a new network architecture called SUPA (Single physical layer User-data transfer & switching Platform Architecture) which is based on the EPFTS (Ethernet-oriented Physical Frame Timeslot Switching).QoS insurance system in SUAPNET consists of two sets of mechanisms: QoS Negotiation Protocol (QoSNP), Traffic Monitoring and Exchange Protocol (TMEP), and Call Admission Control in S&M-platform and those in U-platform such as User-data Admission Control (UAC), Media Quota assignment Algorithm (MQA), switching structures and mechanisms. This thesis is dedicated to TMEP in the S&M-platform.Chapter One the Introduction introduces the background of Traffic Monitoring and Exchange Protocol. Because of the situation that the present Internet fails to meet the demand of a merged network, the SUPA system was born. Chapter Two aims at the instance of SUPANET and analyzes the feasibility of TMEP. Then study the mechanism of Traffic and Congestion Control in S&M-platform and those in U-platform. Chapter Three designs the working mechanism of TMEP in detail to finish the real time monitoring. When it can't satisfy the requirements or the congestion is appeared in network, the TMEP works with other mechanism to redefine negotiation or Congestion Control. Chapter Four primarily designs on the massage format of PDU and defines the important parameter. The next Chapter aims to acquaintance the use method of OPNET and does an emulational experiment for TMEP-PDU-01 and 02, the result is proved its feasibility and correctness.
