It has been almost 30 years from the reform and opening up of china, China has been changed from the traditional planned economy towards a market economy, modernization, industrialization, technology lead to political, economic and cultural aspects of structural adjustment and restructuring, including education reform which is the most far-reaching and wide influence of major reform. Education is the prosperity of the country, is the foundation of economic development, social prosperity and progress, which directly determined by the quality of teacher.The education quality and efficiency is deeply affected by the teacher's quality too. Therefore, the training of teachers, employment, management, etc. become very important, as educational reform, teacher employment system has become a topic of concern throughout society. The "The Law of teachers"(1994) gradually set up to implement the provisions of the Engagement of Teachers. "Teachers Law" Article 17:"Schools and other educational institutions shall gradually appointment for teachers. The appointment of teachers should follow the principle of equality between both parties, schools and teachers have signed employment contract defining mutual rights, obligations and responsibilities." Under the Teachers Act provisions, the new appointment system in three main systems, namely, teacher qualification system, the appointment system of teachers, teacher position system. As national policy, only requested in the macro level, so all colleges and universities in the reform process has a relatively large autonomy, under the guidance of national policies can be explored in a school reform model characteristics. In this paper, take S College as the example, the time is the main code of development. since 1999 its plans to implement teacher employment system has encountered a series of questions, these issues has been discussed in this paper. For example, the difficulties in the process of implementation, for solutions measures on schools, teachers, students and the resulting impact of such proposals. By analysis and study on S College, conclude the merits and shortcomings of the method, based on the facts to point to a plane, to illustrate the implementation of China Teachers Employment in the deficiencies and Appointment System's advantage, and proposed appointment as university teachers of deepening the reform proposals and measures.Up to now, the research on post appointment for university teachers is just at the starting stage either in theory or practice, much more needs probing in the future.
