Adopted literature review, questionnaires, expert interviews, statistics and logical analysis and such research method, this paper comparatively studies, from horizontal and vertical perspectives, the training objectives of Physical Education gratis pedagogical students in Normal University of China directly under the Ministry of Education and the curriculum of gratis pedagogical students majoring in Physical Education in Shaanxi Normal University, and Ministry of Education's teaching plans and Programs of Undergraduate Courses of Ordinary Higher Physical Education. The paper objectively analyzes training objectives of Physical Education gratis pedagogical students in subordinates Normal Universities, and characteristics and development trends primary and secondary school needed. It also proposes the existing problems of the training objectives of Physical Education in Normal University of China directly under the Ministry of Education and the curriculum of gratis pedagogical students majoring in Physical Education in Shaanxi Normal University.The results show that the gratis pedagogical students'cultivating aims, which are positioned at engaging the physical education in various type of universities, obviously do not meet the policy of free education, and the positioning of sports expertise, sports talent, or high-level expertise is not in line with policy requirements. The standard of Talent specifications (requirements) does not meet the actual situation of Physical Education Majors, and some schools expect too much about the levels of the foreign language and the sports, more importantly, various schools lack the unified specification which meet the specific demands of free education students, for example, the demands of integrity, being familiar with the status of Physical Education in Rural Schools, mastering some local traditional sports, having the specific knowledge, abilities and qualities except for the basic knowledge, basic skills, and basic qualities. There are such problems about the arrangements of curriculum for the Physical Education gratis pedagogical students in Shaanxi Normal University:the content of the foundation course module, the major course module and the practical course module is not perfect, and the ratio of hours and credits between the compulsory courses and the elective courses, academic courses and technical courses, arbitrary elective courses and restricted elective courses, is not inappropriate. The survey of the knowledge structure, which the teachers in the primary and secondary school must master, shows that basic general knowledge is the most basic underlying knowledge and the professional knowledge is the most core knowledge. In the middle level, the academic frontiers and the newly development knowledge is the latest achievement in Physical Education area. Thus, the knowledge structure must mastered by the teachers in the primary and secondary school are made of these three factors. The survey of the qualities, which the teachers in the primary and secondary school must master, shows that the basic qualities are these factors:with noble morality and professionalism, with a solid basis for professional quality, constantly improving their own science and culture, to maintain good physical fitness, and having a good psychological quality. Some investigations about required basic and professional competence are conducted among the primary and secondary physical education teachers. These investigations show that, for physical education teachers, the abilities such as composing teaching materials (textbook-based), handling unexpected events, using computers, research innovation and coordination (public relations), as well as social skills etc should be paid great attention in the nurture of basic competence. However, in the professional competence, the most important aspects are the teaching abilities of explaining and making models, the organization, the assistance and protection. In addition, the abilities such as organizing competitions, refereeing, organizing and guiding extra-curricular physical exercise, equipment design, self-maintenance and site design, using advanced teaching methods, training, first aid for common diseases and sports injuries, and also students health standards of scientific evaluation capacity, a certain degree of health care capacity are the professional competence that PE teachers in primary and secondary school PE must process. According to the above findings, this paper will propose some advices about the positioning of training objectives of the gratis pedagogical students majored in Physical Education in Normal University of China directly under the Ministry of Education. And also in the view of the geographical and biogenic discrepancy, taking the courses the gratis pedagogical students in Shaanxi Normal University haven for examples, this paper will put forward the modifying and adjusting recommendations in the process of arranging curriculum. It aims to providing a reference of the curriculum for the gratis pedagogical students majored in Physical Education in Normal University of China directly under the Ministry of Education.
