With the further deepening of basic education curriculum reform, the new concept of curriculum and new curriculum standards require the teacher's educational technology abilities to be much higher. How to promote teacher's specialization development effectively, how to develop teacher's educational technology abilities, in order to guarantee the quality of basic education became a compulsory problem to be solved, Ministry of Education of the People's Republic of China promulgated < The educational technology ability standard of primary and high school teachers>(for trial implementation) in December of 2004, providing a standard for the primary and high school teachers to develop their educational technology abilities. The informal learning originated in the company and the enterprise, it was used to improve the performance of the staff. It was useful because it solved the problem of general training, that was long time wasted and training content divorced from actual demands. It improves the performance through staff's self-regulation and self-control. Afterward, it aroused the concern of the educators, and applied to actual teaching processes. This article introduces the informal learning, and will build an informal development model of teacher's educational technology abilities at the support of relevant theories, combined with the characteristics of teacher's educational technology abilities development, and through analyzing the relevant factors. Consequently, it can be used to facilitate the development of teacher's educational technology abilities, improve the teacher's specialization level, and promote the reform of basic education.The article includes six sections altogether:The first section: Introduction. It simply introduces the research background, the status quo of the development of educational technology ability, and analyses the paper's significance, method of the research.The second section: Defines the correlative concepts and academic base. This section mainly defines and demonstrates the correlative concepts. It introduces the theoretical foundation of informal learning that is the base of constructing model.The third section: The inquiry of promoting teacher's educational technology ability by informal learning. It carries on feasibility analysis about promoting teacher's educational technology ability, and unifies informal learning's characteristics, proposing the informal learning's path of teacher's educational technology ability development. The fourth section: Constructing model of teacher's educational technology development. It extracts teacher's informal learning supporting factors on analyzing correlative models. We construct teacher's informal learning model and informal learning model of teacher's educational technology development on model construction principles.The fifth section: The implementation suggestion of informal learning model of teacher's educational technology development. In view of model which constructs we propose some concrete implementation measures and methods which provides instruction for the model implementation.The sixth section: Research conclusions and prospects.
