English teaching of primary school made some progress after the carrying out of new curriculum reforming. However, people still pay more attention to the subject curriculum. The author chose subject activity curriculum as research perspective to design and implement English curriculum in primary school.English activity curriculum of primary school is a kind of subjects activity curriculum,which is in the guidance of English curriculum standards of primary school and on the principle of the primary school English curriculum objectives and contents, teachers and students participate the activity, cooperate and learn English in the activity independently to cultivate students' interest in English learning and the comprehensive capability of using English.Firstly, the author discussed concept, significance and the theoretical basis of English activity curriculum in primary school. Then the author made an analysis of the English textbooks of elementary schools. At last, the author designed the curriculum and the implementation strategies according to the features of elementary English activity curriculum.Through the analysis of the English textbooks, the author found that self-evaluation was ignored in the books, the forms of activities in these books cannot satisfy the needs of the students. Meanwhile, the survey of English teaching situation in primary school in Tianjin had showed: what the students had learned in school cannot contact with their actual life and teachers rarely implement English activities.What's more, the schools payed too much more attention to the summative assessment, but ignored the formative evaluation.The English activity curriculum owns the specific features, such as initiative, subjectivity, openness and interest, and it should be on the basis of philosophy, pedagogy, psychology, the second language acquisition and sociology.The implementation of English activity curriculum in primary school should follow the subjectivity, practicality, process, development, integration and openness, it should be in accordance with the pupils' development level and personality traits, the teachers should play a leading role during the implementing process of English activity courses and finally the incentive functions of evaluation should be played. Subjects and activities just like two wings of English activity curriculum promote the development of students in primary school.
