The quality of teachers has much to do with the progress of the students' development and the result of education, even the execution of the strategy of "rejuvenating the nation by science and education" and "reinforcing the nation by talents". The duration of a teacher in-service is the longest but the most important period in teacher's professional development. Therefore, it is essential to promote the special training during this period of time. However, with quite a few problems, the present in-service training of teacher is unoptimistic.This study ,based on the information both at home and abroad about the current in-service training of teachers , formulates the questionnaire survey and the interview outline. The study makes a survey of the in-service training of teachers in junior schools in Yingkou City, analyzes the problems and at the same time makes suggestions and opinions about it according to the trend of teacher education at present.The study puts forward the ideas that the in-service training of teachers in junior schools in Yingkou City is still in the process of development and discovery, so there exists many problems ,such as the disagree between the training model and educational reform, the shortage of the training resources ,the departure of between training curriculum and teachers'need and the single training model . To solve these problems, the improving opinions are as follows: reform the training model, innovate the training management , integrate the training resources, improve the training efficiency, enforce the training forecasting, design the training objective and content scientifically ,modify the evaluational model ,renew the training development model , encourage teachers to make self-development. .
