The party's 17 clearly proposed to give priority to developing education and constructing human resource power, which is the major strategic objective of the Central Committee of communist in the new historical period and the new historical stage, in order to further implement the strategy of building and strengthening the country through education and science .Students from the poor family is the pervasive special group, especially in recent years, with the expansion enrollment of students in colleges and universities each year as well as the in-depth reform of the system of fees.The number of poor students has in creased year by year and the condition of China's poverty-stricken college students has become a severe social matter in China, solving the problems of poor students and ensuring their successful completion of their studies is the effective way in the contradiction of "equal educational opportunities" and "education cost-sharing" .it is related to not only China's reform and development of higher education, but more related to the whole society's development and stability.This paper has entered the higher education development stage, the popular subsidy system and the Poor College Students concept.in addition ,it talks about the implementation of the solutions and the paper proposes that the whole society solve the problem of poor students by the integration of various forces and funding sources- nations, colleges, community multi-agent, policies, responsibilities and moral multi-faceted funding system in the aspect of the overall development of the college students.
