A Study On The Subsidy Issue Of University Poor Students During The Period Of Transition

The problem of Poor students who are from low-income families has become one of the central issues of education which the Party and government have been paying close attention to in recent years. Poor students is a special group that can't be ignored in university, whose entering school has reflected the principle of equal opportunities in China's higher education and has promoted the sustainable development of higher education. Nevertheless, poor students often face all sorts of problems and difficulty in daily life, such as the shortage of tuition fee or living cost. As a matter of fact, how to subsidize those students has become the important subject of university's ideological education practices and research. Divided into three parts, this paper carries on a research to the issues of poor students. Basing on the investigation of university charging system reform, a comprehensive description of poor student's current situation in university has been given, as well as its original causes. A deep analysis of the operation and predicament of the subsidy system and predicament is also been made. Finally, it is put forward that a university subsidy system which is suitable for the National Conditions of China should be set up.The first part investigates the university's charging system reform and its influences. An introduction of the three historical stages of university charging system has been given. The reasons for the system reform have been analyzed both theoretically and practically; therefore, the current situation and the causes of university poor students have been explored.Second part concentrates on the composition and functions of the present subsidy system for university poor students. It affirms that this system does safeguard the poor students'being educated rights. Meanwhile, it analyzes the current predicament that the subsidy system is in from the aspects of capital source channel, forms of distribution, functions and influences.The third part conceives the countermeasures of poor students'subsidy. By theaid of the subsidy policy of Hong Kong universities, the key elements influencing the effective implement of the subsidy policy have been analyzed, the guidelines, basic principles, basic structures and the operating mechanism of how to subsidize the poor students have been proposed from the aspect of policy. Particularly, it recommends the full utilization of National Students'Grant System and social subsidy.
