Main problems are systemically and objectively analyzed concerning the structure, quality and standard of the general primary and secondary school teachers in Hebei Province in the essay. Based upon the relevant statistics of contingents of teachers of Hebei in 1995, the essay lists the following seven indexes, namely number, age, sex, academic title, schooling, course and political status. It analyzes the ranks of the above-mentioned indexes in the whole country. The essay not only horizontally compares the said indexes among cities, county towns and rural areas and among the eleven cities under the direct jurisdiction of the provincial government, but vertically dissects the changes and trends of the indexes concerned during the tenth five-year plan as well. Field trips and study visits have been made for verifying the related facts and data.At the end of the essay, the author proposes ten suggestions concerning perfecting the contingents of primary and secondary school teachers in Hebei Province in conformity with the relevant experiences of foreign countries and the modern trends in the whole world.The essay is written aiming at offering information, facts and consultation support to the scientific policy-making by the educational administrators in the educational science planning and the readjustment of the structure of contingents of teachers in primary and secondary schools in Hebei Province.
