Since reform and opening up,the construction of teaching profession,as the foundational work bearing on the overall situation,has received special attention in the development of overall strategy of our country's education.Deng Xiaoping pointed out:"Teachers who can teach well are necessary for students' achievements",He also said" we need to strengthen the teacher training.","study how to improve the level of teachers.",and "enhance the teaching ability and teaching quality of the existing teachers."In 2007,by the report to the 17th National Party Congress,it is clearly raised that " enhance the quality of the teaching profession,especially to improve the quality of rural teachers." at the Working conference in 2008 of the Ministry of Education,Minister Zhou Ji, pointed out that ensuring the construction of rural teachers is vital for the construction of teachers staff across the country,and teacher training will mainly inclined to rural teachers.Hebei,as a big agricultural province,at the end of The 10th Five-Year Plan period,the majority of full-time teachers in primary schools in Hebei Province are in the rural areas. Primary school teachers in cities,towns,rural areas account for 13.43%,18.38%,68.19%, respectively,of the total number of teachers in those schools,which amounts to 320.1 thousand;for the regular junior secondary school,near half full-time teachers are at the countryside,the proportion accounts for 16.16%in cities,39.24%in towns,and 44.60%in rural areas,respectively,of the total numbers,which amounts to 216.6 thousand;for the senior middle school,the majority of full-time teachers are in towns,the proportion accounts for 31.11%in cities,62.23%in towns,and 6.66%in rural areas,respectively,of the total numbers,which amounts to 73.4 thousand.Thus,we attach most importance to the in-service education of the primary and secondary schools teachers from the rural areas when we study the in-service education of the primary and secondary schools teachers in Hebei Province.Based on the understanding above,the present research using literature and survey, studied the in-service education of primary and secondary school teachers in rural areas of Hebei Province,aimed to picture its development process since the reform and opening up,as well as we summary the achievements,we reconsider the problems that hinder the development process,conceive a plan for further improvement.The body of study is divided into five parts:Partâ… ,Preface,Giving the introduction, research significance,reason of the topics,combing the relevant literature,defining the relevant concept and describes the approach to the study;The second part,mainly depict and summary the develop process of in-service education of primary and secondary school teachers in rural areas at different stages,in order to lay the foundation for the subsequent research on in-service education reform;The third part is on the achievements of in-service education of teachers in primary and middle schools in rural areas of Hebei Province,Mainly from three aspects:significantly improved level of education qualification of primary and secondary school teachers in rural areas of Hebei Province,in-service education standardization,diversification of the education management system;Partâ…£,the existing problems in the development of in-service education of primary and secondary school teachers,Trying to reveal problems mainly from four aspects,the inequality for in-service education opportunity,in-service education funding shortages,the poor effect of school-based training,College Management for the teachers from county areas;Partâ…¤,is the consideration on the reform of in-service education of the teachers from rural primary and middle schools in Hebei Province,Put forward some suggestions and proposals to improve,measures to guarantee the further development of in-service education,aiming to resolve the existing problems of in-service education of the primary and secondary school teachers in rural areas.
