Curriculum reform is the core content of basic education, and an important measure to promote quality education under adapting to the times. In China, people started to give great attention to the school-based schools and teacher development strategy along with the overall development of quality education and the in-depth development of curriculum reform. Geography Curriculum reform which began in 2001 is a comprehensive education reform which related to the idea and goal of geography curriculum, the geography textbook, Geography teaching methods, curricula, teaching resources, teaching evaluation and so on. Geography teachers may develop their own curriculum-geography school curriculum in a certain area on the basis of the national and local curriculum standards for geography, the mission of the school and the needs of the students.In this paper, applying the Literature research, the questionnaire survey and the experimental methods, the author researched the theory and practice of geography school-based curriculum development on the basis of school-based curriculum development and research at home and abroad. The author wants to promote curriculum reform, especially smooth development of geography school-based curriculum and improve the quality of teaching geography through research.The design theory and empirical research of geography school-based curriculum development is the focus of this study. Firstly, this paper presents the general principles which include geographical science principles, systemic principles, opening principles and so on. Secondly, this paper presents four strategies which include system security strategy, dynamic changing strategy, network support strategy and multi-cooperation strategy. Thirdly, this paper presents six steps on geography school-based curriculum development and introduces SWOT analysis into geography school-based Curriculum Development. What's more, according to these theories, the author launched an empirical study which entitled "Middle School Geography Learning Strategy" of the geographical development of school-based curriculum. The practice shows that developing school-based curriculum is feasible in primary schools. It will greatly promote China's basic education.Of course, there are numerous problems on geography school-based curriculum development. In his article, the author described them and presented the corresponding countermeasures.
