To apply integrating normative and positive analysis, this paper utilize theory of performance appraisal in human power resource management, take the Huhhot region in Inner Mongolia autonomous region as the study case, discuss and analyze the performance management of faculty in higher institution. At the same time, put forward a new performance management system, index and method, offer a policy advice for human power resource effective management in higher institution. The whole article divided into four parts. In the first part, recount the theory of performance management and its appraisal, principle, function, plan and means. At the same time, put forward a normative system of performance appraisal. In the second part, make an overall analysis the present conditions and problems of higher institution in huhhot region utilizing theory of human power resource management. After stressing the characteristic and post of faculty, dissertate a project, system of higher institution performance management and its appraisal according to the performance appraisal theory in third the part, in the last part, discuss some issue of faculty performance management and appraisal from the human power management view in detail.
