With the knowledge economy and economic globalization, talent competition has become increasingly fierce, as colleges and universities to cultivate high-level, high-quality personnel, are also faced with hitherto unknown development opportunity and challenge. In the early90century, people gradually to the human resources management theory and practice more and more attention, performance management has gradually become a human resources management behavior widely accepted. Along with our country the strategy of rejuvenating the country deeply, higher education is developing rapidly, as the important part of human resources management, shouldering the service the students and teachers, the management level is more and more important. Colleges and universities are different from enterprises, how to use the performance management in the enterprise’s good practice to university, continue to strengthen college administrative staff performance appraisal, improve the overall quality of management personnel, a reasonable measure of management personnel’s performance and the working efficiency, further stimulate their work enthusiasm, improve their work ability and work efficiency, has the great significance to promote the all-round development of College education. From the current our country university personnel system reform and the realistic situation, position is the premise, allocation is a means, employment is a key, the assessment is the guarantee. Although the ideas of development of higher education reform in China is relatively clear, but it is undeniable, human resource management and the means of modern technology is the lack of. Especially with the development of education and the deepening of the reform, requirements for the management of personnel assessment work standardization, scientific, institutional level more and more high.Administrative staff is a special group in Colleges and universities, because of the complexity of the work and not easy to measure, make this group work performance evaluation is very difficult, has long been a focus of educational circles to research and debate. In this paper, the theory and the practice research in two aspects, first, starting from the relevant theory of performance appraisal, the paper discusses the connotation and characteristics of performance, performance appraisal principles and methods, focus on performance appraisal theory into university management staff performance appraisal practice. According to the characteristics of administrative staff in Colleges and universities, to carry out field research in Lanzhou City College management personnel as the research object, research by interviewing, questionnaire, and on the basis of a large number of literature, expounds the present situation of performance appraisal in our country administrative staff in Colleges and universities, made a deep analysis on the existing problems, on the design of index system, the quality of management personnel requirements, inspection technology selection, plan design and implementation of the results of the verification and feedback are discussed, on this basis, combined with the current situation of Lanzhou City College and university administrators, from five aspects of management personnel " Ethics, ability, diligency, achievement, whitehanded " to design the corresponding index, and use AHP method gave the weight of each index, so as to ensure the scientific new evaluation system, construct the performance evaluation index system of management personnel in Colleges and universities. Finally, based on the mathematical model of fuzzy comprehensive evaluation, using the new evaluation index system of Lanzhou City College as a middle management personnel performance appraisal practice.
