The college counselors are the main force to carry out daily ideological and political education of college students,and they are the leaders on the road of students' growth and talent.Counselors have the dual identities of teachers and administrators.The construction of counselor team is the main content of the construction of teachers and administrators.On August 31,2017,the ministry of education issued new revision of the ordinary institutions of higher learning counselor team construction rules file,the file explicitly pointed out that colleges and universities to the counselor work inspection specific measures,improve and perfect the evaluation system of a contingent of,and the assessment results of counselors will capitalize for instructors of rewards and punishment,promotion,etc.In the process of human resource management,performance appraisal is a systematic tool to check the performance of employees' personal duties,which can be used as a basis for staff rewards and punishments,cadre promotion,performance improvement and so on.It is of great significance to introduce performance appraisal into the construction of College counselors.But at present,many colleges and universities in China,especially local undergraduate colleges and universities,do not pay enough attention to the performance appraisal of counselors.There are some problems,such as the imperfect appraisal system,the unclear content and the single form of appraisal.Such a counselor performance appraisal system can not only fail to achieve the expected effect of performance appraisal,but also affect the initiative and enthusiasm of counselors,thus affecting the healthy development of counselors.In this paper,by combining the actual situation,the authors work on the basis of new counselors construction rules,through practical experience collected relevant materials,and a lot of reading about performance appraisal and the counselor team construction of academic literature,the use of the information collected and concrete practice,try thinking based on the target management of local undergraduate college counselor performance evaluation system design.And the local undergraduate colleges and universities G university as the research object,research and analysis the current G university counselor performance evaluation of the status quo,found the counselor performance appraisal appraisal goal is not clear,lack of scientific appraisal system,focuses on evaluation the subjective impression,evaluation process problems such as lack of communication,the inspection result application is not in place.In view of these problems,combining with the theory of objective management,centering on the work requirements and responsibilities of counselors,and according to the actual situation of G university,the goal of counselor performance appraisal is determined,the system of counselor performance appraisal is established,and the first-level index and second-level index and their weights are determined by using the method of delilicate and analytic hierarchy process.Finally,the implementation and safeguard measures of performance appraisal are proposed.This paper constructs a performance appraisal system of local university counselors based on objective management,and carries out a pilot implementation in G university.The feedback effect is good,hoping to provide useful reference for the construction of performance appraisal system of other university counselors.
