Based on the request of new curriculum reform of basic education and teachers' professional development, teachers, especially teachers in elementary and high schools, should change their professional roles from knowledge initiator to teaching researcher, becoming new type of scholastic and investigative teachers. Taking Da Li Prefecture as a case, it carried through an investigation on the actuality of educational and scientific Research developed by Chinese language teachers in elementary and high schools.Mainly using the method of questionnaire investigation, it investigates the actuality of educational and scientific Research developed by Chinese language teachers in elementary and high schools from schools' level (schools' requests to teachers, schools' organizational and instructional pattern to the educational and scientific research, the atmosphere of schools' educational and scientific research, and so on) and teachers' level(mainly including: educational and scientific cognition of Chinese language teachers in elementary and high schools, value-orientation of Chinese language teachers in elementary and high schools undertaking educational and scientific research, advantages and disadvantages of Chinese language teachers in elementary and high schools engaging in educational and scientific research, and so on), eliciting some basic conclusions. It does comparatively deep, systematic and innovative study on several relative issues: the reasons why the educational and scientific quality of current Chinese teachers is very low; the values of Chinese language teachers in elementary and high schools engaging in educational and scientific research; the problems and limitations of Chinese language teachers in elementary and high schools undertaking educational and scientific research and the advantages and superiorities of Chinese language teachers in elementary and high schools undertaking educational and scientific research, putting forward a couple of countermeasures and steps for improving the educational and scientific quality of Chinese language teachers in elementary and high schools.
