21st Century International Education Committee of the United Nations EducationalScientific and Cultural Organization (UNESCO) stress the point that in the new century, theimportance of education and teachers' quality cannot be emphasized more and theimprovement of teachers' quality and capacity should be given priority in any country. With the development of the reform in basic education curriculum, the reform also exertsgreat impact on every aspect of basic education teaching. The core of the reform is the classteaching reform, the key of which is teachers' quality. The reason is that any tentative plan ineducational reform must be carried out and perfected in the teaching practice. As theeducationalist Elliott says that the reform of curriculum is, in fact, the reform of men. Theteaching concept behavior and method will be fundamentally changed by the new reform inbasic education curriculum. Every teacher will come through the test, the transform afterlearning and reflection and surpass himself, on a new start. All of these challenge to thedevelopment and practice of basic education in our country and put forward the newrequirements for the management of teachers, which constitutes the most crucial part in theeducation management. The article wholly analyzes the new situation and task facing the elementary and juniorteachers by combining the reform reality of basic education in our country. Through analyzingthe traditional management of elementary and junior teachers and analyzing the existingproblems in the management of teachers, supporting theory for the education reform anddevelopment of basic education will be quested. The integration of effective managementtheory and the reality of teachers' management will greatly help to solve the realistic issues. Itis expected that the article will provide some enlightenments for the education managementauthorities and the managers of elementary and junior teachers.
