This study is, from the perspective of basic education, focus on the analysis of theprimary school teachers quality changes required by the implementation of new curriculum soas to explore the problems in this aspect of the pre-service training in the current institutionsof higher education, analyze the causes and bring out the specific countermeasures.It primarily use two methods like interview methods and document methods, by which agood comprehensive understanding of the history and current situation of the primary schoolteachers training is achieved;the direction of teachers education is brought out;and it alsomakes it easy to analyze the difficulties and problems in the current pre-service training andmaster the suggestion in this aspect by the teacher in order to improve it.This paper first concerns the changing role of teachers in basic education. Teacher areregarded as life-long learners, learning facilitator, the educational researchers, curriculumdevelopers and builders, which demands the primary school teachers to be so qualified thatthey must have wider and more complex knowledge structures, a strong teacher ability, theability of life-long learning, reflection and research capabilities and innovative spirit.Therefore, it requires upgrading the training education that a team of qualified teachers shouldbe cultivated with the ability of professional development and professional ideals and beliefs.But as new courses are carried on too fast while the higher institutions responsible forsuch training response too slow, the pre-service training lags behind in comparison with basiceducation reform. Thus kinds the problem are exposed in practice. The concept of teachereducation lags behind the education reform;training objectives are inaccurate;the curriculumarrangement put on one-sides emphasis on discipline-based subjects;the evaluation systemlacks flexible;incentive mechanism;the education of primary school teachers are onimbalance.Therefore, according to the general requirements for pre-service training of primaryschool teachers in basic education, the following measures are provided in order to improvethe current pre-service training:First, establishing a new concept of modern primary school teacher's education,emphasizing a people-oriented thinking, lying emphasis on the human values of teacherseducation and taking the initiative to adapt to the basic education requirements.Secondly, formulating a scientific training objectives and stating clear and specificrequirement. On the basic of analysis of the required qualities that teachers in the era musthave, it puts forward the idea that multi-knowledge primary school teachers should bephysically and mentally healthy, with a strong sense of social responsibility and professionaldevelopment capacity.Thirdly,stabling a pre-service training curriculum system with rational structure andmultifunction. It is proposed to adjust the hours of courses and better the courses structures soas to make a balance arrangement of core curriculum courses, disciplines and professionaleducation curses;to increase to internships time and change the current filled schedule, so thatstudents, from the beginning of enrolment, could have a chance to contact the environment ofprimary school education and at the same time enrich their internships, apprentice-ships. Thus,a probationary upward and practical training downward internship is formed. Besides, aneffective management and a monitoring mechanism must be established to ensure the qualityof education internships, to update the curriculum and strengthen the building of teachingmaterials. In line with the basic needs of personal training, the great efforts of integrating therelevant part of curriculums must be strengthened;with the study of the research principles,methods and specific strategies of the integration, the barriers between disciplines must bebroken so as to upgrade the content of the complicated system of some courses and tighten thehorizontal linkage between courses of education and psychology to build a modular-platformcurriculum installation so that students could have greater autonomy. The study develops theprofessional development courses delivered by Teachers Education Division and it proposesto establish the following six modular courses on the basic of the professional platformcourses: the Chinese and social direction, art and community direction, the direction ofmathematics and science, English and social direction, music and social direction, sports andscientific direction. To cultivate professional primary school teachers reforms are proposed tobe taken students enrolment system, from the following the three direction in art, music andsports aspect: enroll the freshmen in the art, music and sports department;to adopt amodular-platform method in curriculum arrangement and open the corresponding courses thesecond term after enrollment.Fourthly,improving the evaluation system and building an evaluation mechanism thatpromotes to train all-round students. The content of such a system focuses on the overallquality of students, the function on the inspection, motivating and adjustment, the evaluationcriteria on the individual differences. The methods make the individual differences. Themethods makes the vanity of quantitative evaluation and the enter for it forms a combinationof final and process evaluation.Fifthly,building a high-quality contingent of educators of primary school teachers.Policies must be in favor of building such a teacher group: to increase the input of the relatedresearch projects: to give a strong support for the teachers of primary education on theeducation research and teaching research projects: to actively create conditions to support theoperational training of teachers;to strengthen inter-school cooperation, to promote academicexchanges;to establish inter-employed teachers systems, to establish partnerships withprimary schools and to promote mutual professional growth.The study bears a great significance for the improvement of primary school teacherstraining program and lifting the quality of training primary school teachers and its outcomewill also effectively promote teacher education theory.
