The implementation of performance pay reform of compulsory education schools, is not only the implementation of specific measures of the compulsory education law, but also an indispensable content of deepening the reform of institutional income distribution system. Moreover, it has great importance to in order to guarantee and improve the compulsory education teachers’ salaries, to improve teachers’ status, and to promote the development of our national education in the compulsory stage. Since January 1,2009, the school of compulsory education in He Zhou city began implementing performance salary reform has more than three years. Reform and the results are obvious, but also need to pay attention to.This paper has three parts as follows.The one part, introduced the basic circumstances of wage reform of compulsory education and performance in He Zhou City, introduces the design and implementation of the investigation, from the teachers in the implementation of performance pay opinion, in the implementation of performance appraisal review, school performance pay implementation three aspects has carried on the earnest summary analysis of the current situation of He Zhou City salary reform in the compulsory education stage of performance.The second part, it points the main problems existing in the stage of compulsory education teacher performance wage reform, and make a in-depth analysis of the causes. The problem is mainly manifested in the following aspects:firstly, the opaque implementation of performance pay plan has not in the strict performance of the democratic process; Secondly, the performance of the wage distribution is not reasonable, the existence of low proportion, egalitarianism. Fourthly, the method of the performance evaluation index and subject is too single, which leads to unfair. Fifthly, the implementation of performance pay has brought the negative influence on school management and culture construction.The third part, based on the main problems mentioned in the performance salary reform, on the basis of referencing other local experience, and puts forward some countermeasures for improving the reform of teacher performance pay in compulsory education stage. One is to strictly fulfill the democratic the decision procedure, two is to promote the performance of the incentive mechanism of wage distribution, and three is a perfect performance evaluation system of teachers:four is the establishment of the performance evaluation results using the mechanism:five is the establishment of the performance salary reform safeguard mechanism.
