Based on the relevant researches and first-hand materials through investigations, the thesis deals with the obstacles and strategies of bilingual instruction in Tianjin primary schools.It is divided into 4 chapters:Chapterl: Introduction on the General Situation of the Research. First, the thesis describes the developmental trends of bilingual instruction in primary schools .Second, it introduces the development of relevant researches on bilingual instruction in primary schools. Third, it constructs the framework of the research.Chapter2: Description of the General Situation of bilingual instruction in Tianjin primary schools. The thesis presents the General Situation of bilingual instruction from two angles. One is about bilingual instruction in class, focusing on teaching language. The other is about the relevant factors, which compass learner, teacher, environment, textbook, evaluation and so on. Chapter 3: Diagnoses for the Problem. Researches at the testing stage suggested many problems both in teaching language and the management of bilingual instruction which runs as follows: ineffective bilingual aims; ambiguous bilingual aims; the shortage of bilingual teachers with high qualities; deficiency in bilingual textbooks; the lack of an evaluation system with bilingual characteristics . Chapter 4: Discussions on Strategies. The thesis Emphasizes on the methods for the classroom teaching strategy and organization management. In detail, the thesis designs the strategies to solving problems in bilingual instruction, including the orientation of bilingual aims, the presentation of learning content, the usage of teaching media and teaching research. It explores the strategies for teachers' resources teaching materials , the methods for evaluating learners and supports from the local government. There are conclusions of the research at the end of the paper. It summarizes the conclusions and also submits suggestions for the innovations findings of this research.
