Nowadays ,the vocational education has been the important base ofthe economic society, occupying the strategic focal position of theeducation. In order to improve the quality of trained personnel, theeducational reform has begun. But there is still blank space for the reformof language course to the learning-ability insufficient students. Theteaching quality of those students is a severe problem to all the studentsin secondary vocational school.So the writer plans to develop a much more suitable language coursefor the learning-ability insufficient students of secondary vocationalschool to increase the practical use of language course .Then the awkwardsituation will be changed .Those students will be more interested inlanguage learning .They could be the qualified personnel and fit for theobtain employment.This language course is on the base of investigating and experimentalactivities,cooperation of teachers and students observation,questiongnaire,talk, conclusion and self-examination. The thesis consists of five parts.The introduction analyses the problems of language learning-abilityinsufficient students in secondary vocational school. The first part of thethesis demacrates the language course .The second part talks about thenecessity and possibility of this language course . The third part discussesthe theory base of the course. The fourth part designs the aims andcontent of the course. The fifth part introduces the practice and evaluationsystems .
