Landless Peasants "practicable Capability" Study

This paper excavates the profound reason for producing landless peasant's question ,and probes into the solution of landless peasant's problem , by analyzing the relation between peasants' subjective construction and action ability and resource distribution to start ,with the visual angle of capabilities. I attempt to unify all different sides of discussion about landless peasant's question ——political, economic , social —— into a full analyse frame of Sen's capabilities ,and think capabilities have duality with resource .Peasants' capabilities are limited by non- balanced resources pattern established by the social structure . No matter in daily life or in the expropriation incident , peasants' capabilities has caused the deficiency of the resource acquisition to a great extent. Conversely ,this has further aggravated the unbalanced distribution of resources . So, it is an origin which causes landless peasant's question that peasants' capabilities is insufficient. I proved my own view,through analysing three respects: the interests expression of landless peasants, the constructed property right and the peasant's assets .I propose the policy idea of capabilities construction to solve landless peasant's problem finally.
