Discontinuation of schooling of primary pupils and junior middle school students, especially in the country, is the major problem to implement 'nine-year voluntary education' throughout the whole vicinity of Kulun Banner. From May of the year 2003 on we have made an in-depth investigation on the problem in the whole area, interviewing people, doing questionnaires. From the statistics and findings, we have learnt that in the rural areas of the banner there are a large number of junior middle school students have stopped going to school, which serves as a major obstacle for implementation of the compulsory education and the development of the fundamental education, that may result in huge hindrances from improving personal qualities and lack of continuing driving forces in economic development in poor areas. Besides financial difficulties of the household, mistaken and out-dated concepts, which implanted in parents' brains, have also contributed to the present state of education in country. The beliefs of both 'uselessness of receiving education' and 'harmlessness of being illiterated'are widely accepted in poor areas. Because of this, parents lack enthusiasm to send their children to schools. Cutting off from latest information and communication with the outside world, people generally still hold that having boys are more valuable than having girls, and those with many children are blessed. Many couples are eager to have more children than they are allowed. This leads to not only poverty but also high rate of dropping out of school. On the students' side, they discontinue the education simply because they do not enjoy school life and study. On the part of education, to pass examinations is all that matters to the students, the whole teaching staff, and the management board of the schools. Only elites can receive further education, and those who find difficult to follow are to be left with no choices but only to stay at home or find a job. That greatly diminishes students'desire to study. In addition to that, poor school facilities, low teaching standard and diversified qualification of teachers can only bring forth the fruit of negligence of the care for the personal needs of individual student. That kills students' appetite for knowledge. Then under such circumstances, they can only choose to drop out.From these we can see that there are a variety of reasons achieved the current problems in poor countries. In order to tackle them, we have to bring out solutions in multi-aspects on multi-levels. We have to hold onto the direction of putting dropping out rate in countryside in control--teaching according to the law, taking prevention, good organizing and implementing in integration. Extensive propaganda should be intensified and the law should be reinforced. On the other hand, the measures on enlarging investment for relief work, on establishing effective subsidizing schooling schemes and quickening the pace of village reform should also be taken. The problem like this should be most successfully in drawing the attention of the concerned departments and all walks of life. The whole nation, from the point of departure of being an entity and politics, should be working diligently in unity and with one heart to push forward and enhance fundamental education in rural areas for realizing the grand goal of establishing a fairly prosperous and secure society.
