It is necessary to make a research on how to cultivate the students' questioning ability in chemistry instruction, for the questioning ability is one of the key factors which form the abilities of science inquiry, which is the breakthrough point in the new chemistry curriculum reform. In this paper, according to the Fully Time Compulsory EducationCurriculum Standards of Chemistry (experiment draft) which requeststhat the students should be able to pose some valuable questions from theirdaily life or from their chemistry learning and express their questionsclearly, the author discussed the inquiry value of the questions in chemistryinstruction based on the theory of scientific epistemology, cognitivepsychology and ability psychology. Furthermore the parameters formeasuring the students' questioning ability are also talked about from theperspectives of the motivations of questioning, the cognitive foundation, the value of the questions, the ability of posing questions by themselvesand the ability of expressing their questions. After reading many literaturesand interviewing some experienced chemistry teachers, the authorproposed instructions strategies in cultivating the students' questioningability in chemistry instruction from five aspects, they are: to stimulate thestudents to question; to construct the cognitive foundation of questioning;to augment the value of the questions; to make the students pose theirquestions by themselves; to cultivate the students' ability of expressingtheir questions.
