Teachers are the basis of the development of Education and they are super engines of education reform and innovation. China government has attached great importance to the quality and quantity of teachers.How teachers are attracted to this system is a valuable topic. Like other examinations, teacher-recruitment exam need more consideration and research, which is directly connected with the development of education level. So, a crucial task of basic education is the development of teachers’ quality and quantity. Improving and perfecting open recruitment examination system is a critical point for selecting suitable teacher talents from society, for example, strict teacher’s qualification, standardized examination form, optimized examination content and perfect examination management.This paper discourses upon teacher-recruitment from the following point of views: First, the paper has analyzed the background of teacher-open-recruitment exams in theory with the method of literature. Second, the paper has discoursed upon examination content, examination form, examination procedure and examination management in the case of Jiangxi by questionnaire. Third, it is helpful to draw lessons from the advanced countries like the United States Japan Singapore etc. to perfect the system of teacher recruitment examination. Therefore, the paper puts forward five specific measures as follows:First, Governments and educational administrations should make teacher-recruitment institutionalized examinations to guarantee the accomplishment of the teacher-recruitment. Second, the register condition should be standardized to widen selection of channels on teacher-open-recruitment. Third, recruitment institution should master various demand of teachers’position and layout the structure of teachers scientifically. Fourth, the content and form of exam should be optimized to promote teachers open recruitment. Fifth, teacher-open-recruitment information should be transparent and its implementation should be in accordance with the procedure of teacher-open-recruitment.
