Materials evaluation is a procedure of evaluating the rationality of contents of instructional or teaching materials. It conducts comparative studies of the contents and attributes of the teaching materials, following the guidance of some certain evaluation plans, criteria and approaches. It plays a significant role in teaching material reforms, by guiding and setting ultimate goals for the reform. A scientific evaluation requires a series of quantitative evaluation or appraisement index system. To establish such a system, it needs to summarize and categorize those abstract evaluation criteria, develop hierarchical, concrete and operational appraisement indices, and finally build up a rational evaluation index group through combining the independent yet correlated characteristics among various indices.The current master thesis focuses on the topic of evaluation tool development for the index of “emphasis on methodology education”, based on research work “Teaching Materials Evaluation Project Based on Information Platform” by the supervisor of the thesis’ s author. Through literature reviews, questionnaire survey, and communications with front-line teachers, the author proposes the following four secondary indices: “activity settings and core ability requirements”,“scientific approaches and learning objectives”, “rationality and difficulty of scientific approaches”, and “quality of scientific approaches”. In addition, under each secondary index, a few of observation points are also set up for sake of convenient and subjective usage by the evaluation experts. To further enhance the validity of the indices, the author conducted several expert consultations, questionnaire surveys as well as analysis on the index weights through logarithmic weighting method. As to the case when there are multiple observation points associated to a secondary index, we firstly assign values to each observation point, then calculate the weighted sum, and finally obtain the evaluation ranking for this secondary index. To illustrate how to subjectively use the evaluation form, the author evaluates the methodology education contents of Chapter 1 “Acoustics” and Chapter 2 “Optics” in the textbook, published by Shanghai Education Press, for the first semester of eighth grade.
