With the transition from elite to mass education, the structural contradictions of College Students’ employment are becoming more and more intense, and the problem of College Students’ employment is becoming an important social problem. In Heilongjiang Province, the labor force is high, but the overall quality is low, the supply and demand of the labor market is relatively poor, and it is difficult to effectively solve the structural contradiction of the labor force employment using the self adjustment mechanism of market. Employment policy of the weakening of the operation, the supply and demand structure of the serious imbalance, the absence of employment services, employment and employment of people with the concept of discomfort, college students’ employment ability, etc., making the problem of employment continued to intensify. To solve the problem of College Students’ employment has become an important social problem and education problem. It is the focus of the current society. It needs the market self adjustment mechanism and government intervention mechanism.The research selects the five colleges and universities in Harbin as the research object, using the questionnaire survey and interview method, the paper analyzes the employment situation, employment problems and influencing factors of the undergraduate students in Harbin. First, this study discusses the basic connotation of employment, undergraduate students, employment rate and initial employment rate, explains the guiding significance of Keynes’ s employment theory, labor market segmentation theory and information theory.Second, this paper discusses the basic situation of the undergraduate students in Harbin, and systematically investigates the employment status of the graduates in Harbin, analyzes the macro environment, employment, employment service and employment service of the graduates in Harbin.Third, analyze the social environment factor, the higher education system factor, the graduate student’s own factor to university student’s employment question, fourth, from the government, the University, the graduate oneself and the employer four angles, constructs the Harbin graduate employment question "four one" to deal with the strategy, in order to enhance the employment service quality of Harbin City, and realize the undergraduate students’ diversified employment.
