The reform and implementation naturally falls on teachers, teacher’s teaching autonomy is a necessary way for the curriculum reform of basic education.Teachers teaching autonomy is to Control and use teaching materials, teaching content, teaching method and teaching object and guide students’ learning, it performance in the freedom of teaching. Education is an activity of cultivating people; the ultimate goal of teaching is to make people grow mature. Human’ complexity and uncertainty makes the form of education become very different. So the teacher chooses the most appropriate way on any occasion on choosing the mode and method of teaching, managing the class, forming intelligence. Education is an open subject, so it need open and freedom for teaching. But the teacher didn’t get any corresponding freedom. so it seriously lack of teaching autonomy because of the Serious intervention from the society, school, family, and the teacher’ own factors.This theme compares teaching autonomy and relative concepts emphasis the organic combination of teaching Independent and teaching autonomy. It can promote the development of teachers’ professional ability and guide students’ learning, physical and mental development and innovation. In theory, teaching autonomy mainly comes from three theories:constructivism theory, hierarchy of needs theory and the theory of subject education. The characteristics of Teaching autonomy mainly are:subjectivity, generative, cooperation and integration.After analyzing the teacher’s and student’s development and the teaching activities, the author deem that the teacher should have teaching autonomy, otherwise, it will be an obstacle for teachers’ and students’a development. On strengthening and improving teachers’ teaching autonomy, the author put forward some reasons for why teachers don’t have teaching autonomy:following the prescribed order and be bound by society, schools and parents. There are mainly five aspects to enhance teachers’ teaching autonomy:firstly, the education management departments and schools should give teachers more rights. Secondly, comprehensively evaluate teachers’teaching. Thirdly, improve teachers’ professional ability and quality.fourthly, eliminate teachers’ occupation burnout, fifthly, teachers found their own value.Some people describe:teachers are shackled both the hands and feet, but they have to dance the most beautiful dance.
